3 Years of the CO Affordable Housing Toolkit

In June 2025, Community Builders completed a three year contract for The Colorado Affordable Housing Toolkit for Local Officials (“Toolkit”).  The toolkit was created in 2021 through HB21-1271 to promote innovative solutions to the development of affordable housing across the state, and was intended to improve the ability of local officials to understand and respond to the unique sets of housing challenges their communities face. The Toolkit was developed by the Colorado Division of Housing (DOH) in partnership with Enterprise Community Partners and Community Builders .

Over the last three years Community Builders, Enterprise, and Proctor Housing LLC delivered 20 half-day in-person trainings to communities across the state. Collectively, these trainings included local officials or public agency staff from approximately 65 jurisdictions. Each of these trainings was customized to cover topics that were relevant and at the right level of detail for the jurisdictions attending to move local conversations forward.

Community Builders led in-depth, multi-month technical assistance to 4 Colorado communities across the state, including: 

La Plata County Regional Housing Alliance

Community Builders, with support from Project Moxie, supported the La Plata County Regional Housing Alliance in providing capacity building related to multi-jurisdictional housing authorities and developing a strategic plan for the organization. In addition, the TA team supported the RHA in creating a public funding strategy to support a ballot initiative for fall 2025 and formed a new partnership to inform and implement this funding strategy.

Mesa County Valley School District 51 (MCVSD)

Community Builders worked with Mesa County Valley School District 51 to explore affordable housing options for the district’s workforce, including using district-owned land to develop new affordable rental housing. This included conducting a survey of housing needs for the District’s 2,800 employees, as well as documenting strategies and best practices the district could use to address these needs. Approximately 40% of employees participated in the survey. Following the TA, MCVSD implemented housing programs by partnering with Housing Resources of Western Colorado.

Town of Granby

Community Builders supported affordable housing development in the Town of Granby through a zoning code analysis, land use reform recommendations, prioritizing action items to support housing goals from the Town’s 2023 Comprehensive plan and supporting the Board of Trustees’ decision- making on housing and related economic development actions through case studies and an incentives and policy matrix. Following the TA, the Town of Granby has made great headway with securing property for affordable housing. 

Pitkin County

Community Builders, with support from Enterprise, worked with Pitkin County to improve housing availability for the County’s 370 employees. This included assessing employee housing conditions, needs and preferences; reviewing existing housing policies and programs, and providing recommendations for improvements. In addition, the team  identified best practices and case studies from other communities that Pitkin County could use to base new policies and programs.
